The form was the problem

I recently sat in on a Booth Level Officer engagement during electoral-roll verification in Maharashtra. The extra work in the day was the process. The people delivering it were excellent.

People arrived in a continuous stream. The officer stayed calm, organised, and alert. She guided people, checked documents, answered questions, and kept the line moving. Public service often runs on individuals who quietly do the job well.

One change would have made her job much easier. The form. Clearer section numbering, better instructions, and a simpler layout would have let people complete it with more confidence. Instead she spent time explaining the form instead of processing it.

The venue helped. A spacious community hall, offered by the local gurdwara, with seating and tables, gave citizens and officials room to work. A decent workplace, even a temporary one, changes how people perform.

I have seen this pattern for years. Service works when capable people, a thoughtful process, and a usable environment meet. We praise or blame the person and skip the process and the room that shaped their day.
